Reminders for all Residents

Kindly participate in making life comfortable for the Surrey Park community and in maintaining the integrity of our beautiful, quiet, friendly, and safe neighborhood. This will help keep Surrey Park a desirable and sought-after community. The following is a list of items that we can all benefit from a reminder. Keep in mind that as we do not have sidewalks or streetlights, safety is a top priority.

SAFETY AND EMERGENCY CONCERNS

UNWELCOME SOLICITORS:

1. Residents are encouraged to not open the door when strangers ring their doorbell. Try to talk through the window unless and until you are sure that they are legitimate, and that you want to engage with them. Remember you do not have to open your door to be polite; you did not invite them onto your property. State law now requires all solicitors to display a Salesperson ID card, or have a permit.

VEHICLES/DUMPSTERS

  1.  Always observe 25 MPH speed limit, and slow down further when pedestrians are
    observed.
  2.  Make full stops at all stop signs and right turns.
  3. Be especially cautious and patient when approaching a school bus stop when children
    are present.
  4.  Do not park vehicles on the street overnight for both safety and aesthetic reasons. Stop at the stop line and over the sensor wires at the Coachman and Shipley Road intersection so the signal will cycle.
  5.  If you are having construction work performed and a dumpster is required to be placed In the roadway, make sure that the contractor places cones and reflective markings so that the dumpster is visible at nighttime.
  6.  If you are using a dumpster, it must be removed promptly upon completion of construction.
  7. If no construction work is being performed, dumpsters are discouraged, but if are used they must be removed promptly.

PEDESTRIANS BICYCLES/SC OTERS

  1. Walk on the left side, facing traffic.
  2. Ride bikes on the same side of the road as traffic and observe all traffic stop signs.
  3.  Carry a flashlight at night and wear bright, reflective clothing as our neighborhood is very dark at night
  4. Bikes should have reflectors and lights.
  5. Yield the right of way to vehicles.

ANIMAL/DOGS

  1. All dogs must be placed on leash when off property at a maximum of 20 feet in length.
  2. If you know your dog may be aggressive, do not permit it to be loose on your property.
  3. Remove excrement immediately and remind all visitors and dog walkers to do the same.
  4. Quiet a barking dog.
  5. Do not keep dogs outside overnight, in the heat, or for long periods of time.

NOISE

  1. In consideration of your neighbors, schedule all outside work, that creates noise between the hours of 9am and 6 pm.

TREES

  1. To preserve our unique wooded community, please be thoughtful before removing healthy trees that pose no threat to your home. This will keep the neighborhood looking beautiful, shaded, cool and desirable.
  2. Trees help keep our clay soil drier.
  3. With that said, all trees should be checked regularly for disease, dead branches, and other issues that may affect their stability.
  4.  Consider retaining a certified arborist who is specially trained in the health of trees and does not rely solely on cutting down trees for their compensation. While this is an expense, studies have shown that trees increase property values, have possible healthnbenefits and will certainly lower your air conditioning bills.
  5. If you must remove a tree, please consider planting an appropriate new tree, that is larger than a sapling, as it will have a better chance of surviving.

TRASH

  1. If you have not yet done so, consider contracting with Evergreen Waste as your trash pickup provider as most homeowners have done, as it may be cheaper, and this keeps the number of trash trucks going through the neighborhood to a minimum, which will protect the integrity of our roads, and help reduce pollution and noise.
  2. Do not throw trash or yard waste into the Shellpot creek flood plain as it is a violation of state law.
  3. Please keep our Gazebos clean of trash and animal excrement. They are maintained by CASP volunteers so please be thoughtful.

STORM DRAINS

  1. If you live near a storm drain, please keep them clear of leaves and debris to allow for our street to properly drain. This is especially crucial during the winter, to prevent ice from forming in the streets.

OTHER ISSUES

  1. Please keep a light on outside at night, if possible.
  2. Be patient with all people who are contracted to work in our community such as grounds maintenance, road repairs, snowplows and utility workers.
  3. Consider attending the annual meeting, pay your dues on time, and serve on the Civic Association Board if you have the opportunity.
  4. Abide by the Surrey Park deed restrictions which run with each of our properties as well as the NCC codes.

CONDITIONS THAT MAY VIOLATE DEED RESTRICTIONS

In addition to more specific restrictions on the top of page 2 of the deed restrictions states, in
pertinent part:

NUISANCES: There shall not be erected, permitted, maintained or operated upon any of the land included in said tract any building, trade, or calling; nor shall any noxious, dangerous, or offensive thing, trade or business, whatever be permitted or maintained or maintained on said property…nor billboard…

The following may be considered nuisances. This list is not all inclusive:

  1. Homes and structures that are not maintained in a good condition;
  2. Properties that are not kept in good condition;
  3. No commercial vehicles shall be parked on a street or driveway except at an active worksite;
  4. Parking is only permitted on streets (although discouraged overnight for safety reasons and during winter when snow plows are working) on paved driveways or in garages.
  5. Inoperable or unregistered vehicles shall only be parked in an enclosed garage.
  6. Boats, trailers, and recreational vehicles, as defined in the New Castle County Code,
    Chapter 7 (Land Use Code) Section 202, shall not be stored or parked in the open on any driveway or yard in Surrey Park. Recreational vehicles owned by visitors to the homeowner may be parked on the street in front of the owner’s home or the driveway
     or up to two weeks, provided that the vehicle owner obtains a permit required by New Castle County Code, Chapter 7, Section 302, Paragraph 8.5, and also obtains prior written approval by the deed committee. Recreational vehicles owned by the homeowner, may be parked in the street in front of the owner’s home or driveway for no more than 48 hours, to facilitate loading and unloading.
  7. No signs or billboard shall be erected without prior approval by the deed committee. Exceptions are real estate signs where the property is for sale, or contractor signs at active work sites.
  8. Airbnb and Swimply, and similar short term rentals of homes and property are prohibited.
  9. Trash and debris must be stored and placed for pick up in proper containers so that it does not become an eyesore or hazard.
  10. Document 22 and moved from the curb at the end of the pick up day.
  11. Debris may not be stored outdoors.
